YOUR ARTEX REMOVAL & COVERING ENQUIRY
Planning your artex removal & covering job
Discuss removal or covering of textured finishes only after appropriate material and backing checks.
What to include in your enquiry
- Rooms and finish history
- Proposed result
- Testing or survey records and access
What should the quote cover?
Separate material assessment, controlled work, backing repair and final finish, with disposal defined.
Can appearance show whether a textured finish contains asbestos?
No. Obtain competent assessment before disturbance; visual similarity cannot establish presence or absence.
Local property and responsibility checks
HSE’s asbestos guidance applies to the actual material and work. Covering rather than removing does not remove the need to assess the proposed disturbance.

A textured finish is not a material test
Quick answer
Enquire about a textured ceiling or wall coating and discuss safe assessment before removal or covering is selected. Do not disturb an unknown coating to identify it yourself.
Artex is a familiar name for textured finishes, but appearance and branding do not establish exactly what is present. Some older textured coatings contain asbestos; others do not. Have the material and backing assessed appropriately before disturbance. The goal is a safe, suitable work plan as well as a smooth appearance. Do not sand, scrape or drill a suspect coating while choosing a contractor. A picture or presumed installation date is not proof of absence.
Assessment before a method is chosen
A competent assessment should establish the information needed for the intended work, including the coating, backing, condition and areas affected. Suitable professional sampling/analysis may be needed. Share existing reports rather than assume a survey for another room covers this one. HSE advises stopping work where suspect asbestos is unexpectedly found and resolving assessment and controls before continuing. This enquiry service does not carry out sampling or identify materials remotely.

Retain, cover or remove
Different options can be appropriate after assessment. Retaining a suitable finish may avoid unnecessary disturbance; covering changes the visible surface while material may remain; removal has its own safe-work and waste scope. None is automatically correct for every property. Ask what each proposal disturbs and what limitations remain. A new board layer still needs assessed support and fixings. A skim still needs a suitable background. Agree the reasoning, not simply the lowest price for making texture disappear.
| Option | Clarify before work |
|---|---|
| Retain | Condition, management and future work information. |
| Cover | Disturbance, support and what remains concealed. |
| Remove | Assessment, competent work method and waste scope. |
Competence depends on the actual task
HSE distinguishes licensed, non-licensed and notifiable non-licensed asbestos work. Requirements depend on material, condition and method; not all textured-coating work has the same category. Appropriate training and controls still matter where a licence is not required. Ask the business to explain the classification and relevant competence for this job. An awareness certificate alone does not establish competence for every removal task. Do not use a broad no-licence-needed statement as a substitute for assessment.

Check suspect material and retained backing
Do not sand, scrape or drill a suspect textured finish to prepare an enquiry. Ask for competent material assessment and a method suited to the findings, including backing condition and disposal.

What should this quotation actually cover?
Ask before authorising
Separate identification, protection, any specialist work, disposal and the new ceiling finish. Compare removal and covering only after the material and condition have been established; a cosmetic option does not bypass safety checks.
- What is identified and what remains uncertain?
- What will be disturbed or retained?
- Who handles safe work, waste, repair and records?
Keep records for later work
Retain assessment findings, the agreed method and a record of any material remaining beneath a new finish. Pass relevant information to future trades before drilling or altering the area. Do not describe covering as proof that asbestos has been removed. For an enquiry, send postcode, wall/ceiling area and any existing report information. We review requests for suitable local help; this is not a hazardous-material emergency line and sending details does not book removal or guarantee a particular option is suitable.
